The California Association of Building Energy Consultants (CABEC), a non-profit organization, was founded in 1986 to foster professional development and ethics in the field of energy compliance through sponsorship of educational programs for industry professionals on building energy efficiency. This includes a voluntary Certified Energy Analyst program, the Certified Energy Plans Examiner training and testing, a monthly electronic newsletter, web site, annual meetings and free regional meetings. These activities have been developed to assure a professional level of training, experience and qualification for those individuals preparing Title 24 compliance and energy analysis documentation.


In April 1995, the National Association of State Energy Officials and Energy Rated Homes of America founded the Residential Energy Services Network (RESNET) to develop a national market for home energy rating systems and energy efficient mortgages. RESNET’s activities are guided by a mortgage industry steering committee composed of the leading national mortgage executives.


CHEERS® was organized in October, 1990 by a consortium of energy efficiency related stakeholders, including utility companies, governmental agencies and consumer advocacy groups.

California Home Energy Efficiency Rating System, Inc. (CHEERS) is a statewide 501(c)(3) non-profit corporation. CHEERS mission is to promote residential energy efficiency through the development and implementation of a uniform, statewide, market-driven home energy rating and labeling system, to include related public education, and facilitating the means to finance energy efficiency measures. CHEERS has created a sophisticated computer software program that will produce a recommendation report of weatherization components that should be installed to make homes energy efficient. The report indicates the estimated cost of installing the components and estimated savings in utility costs associated with installed measures.


ENERGY STAR is a dynamic government/industry partnership that offers businesses and consumers energy-efficient solutions, making it easy to save money while protecting the environment for future generations.

In 1992 the US Environmental Protection Agency (EPA) introduced ENERGY STAR as a voluntary labeling program designed to identify and promote energy-efficient products to reduce greenhouse gas emissions. Computers and monitors were the first labeled products. Through 1995, EPA expanded the label to additional office equipment products and residential heating and cooling equipment. In 1996, EPA partnered with the US Department of Energy for particular product categories. The ENERGY STAR label is now on major appliances, office equipment, lighting, home electronics, and more. EPA has also extended the label to cover new homes and commercial and industrial buildings.
